ኢትዮጵያውያን  ለሀያ አምስት ኣመታት ባካሄድነው ትግል  ከወያኔ አገዛዝ መላቀቅ አልቻልንም ፡፡ በዚሁ መንገድና ስልት ቀጥሎም ከወያኔ አገዛዝ መላቀቅ እንደማይቻል ከመቼውም ግዜ አሁን ግልጽ ሆኗል፡፡ ህዝቡ በራሱ ተነሳሽነትና መንገድ ባካሄደው ትግልና እሱን ተከትሎ ወያኔ የወሰደው የአስቸኳይ ግዜ ርምጃ በግልጽ ያሳየንም ይህንኑ ነው፡፡ ስለሆነም እስካሁን በተከተልነው አሰራርና በተጓዝንበት መንገድ  ከወያኔ አገዛዝ ለመገላገል  አንደማይቻል በመረጋገጡ ባለተሄደበት መንገድ ለመሄድ ይቻል ዘንድ ከህዝቡም በኩል የአስቸኳይ ግዜ ማወጅ አስፈላጊ ይመስለኛል፡፡በዚህ የምትስማሙ ከዚህ በታች በቀረበው  መነሻ ሀሳብ ላይ አስተያየት ስጡበት፡፡

አንቀጽ 1- የአስቸኳይ ግዜ አዋጅ አስፈላጊነት፤

ወያኔ የሥልጣን እድሜውን ለማራዘም ያስችለኛል ያለውን ግድያ እስራትን ሽብር ህጋዊ አድርጎ ለመቀጠል የአስቸኳይ ግዜ አዋጅ አውጥቷል፡፡  በዚህ የአስቸኳይ ግዜ አዋጅ ሽፋን በህዝብ ላይ እየፈጸማቸው ያለውን እኩይ ድርጊቶች ማስቆምና  ወደ ፊትም ሊፈጽማቸው ያሰባቸውን ማክሸፍ መቻል  ለዘላቂው ድል መንገድ ጠራጊ ርምጃ በመሆኑ ይህን ተግባራዊ ለማድረግ ይቻል  ዘንድ  የአስቸኳይ ግዜ አዋጅ መውጣት አስፈላጊ ሆኗል፡፡

አንቀጽ 2-የአስቸኳይ ግዜ አዋጁ ዓላማ፣

የዚህ አዋጅ ዋና ዓላማ በኢትዮጵያ ሀገራዊ ሉአላዊነትና በዴሞክራሲያዊ ሥርዓት ግንባት የሚያምኑ ነገር ግን ተበታትነው የሚገኙ ኃይሎችን በመለየት በመካከላቸው ያለውን   የዓላማ ሳይሆን ከመሪዎች  ግላዊ ፍላጎት የሚመነጭ ልዩነት    በማስታረቅ የተባበረ ጠንካራ ኃይል ፈጥሮ የህዝቡንም ትግል አቀናጅቶ   የወያኔን የአገዛዝ ዘመን የሚያሳጥር ትግል ማድረግ ማስቻል ነው ፡፡

አንቀጽ 3 በአስቸኳይ ግዜ አዋጁ ወቅት  የሚከናወኑ ተግባራት

1. የአደረጃጀት እንዴትነትም ሆነ የትግል ስልት ምንነት ትብብር ለመፍጠርም ሆነ ተደጋግፎ ወደ ድል ለማምራት አንቅፋት ሊሆን አይችልም፡፡ ስለሆነም ድርጅቶች ሁሉ በመሪዎቻቸው ኪስ ውስጥ የሚገኘውን የግል አጀንዳ አስቀምጠው ወያኔን ማስወገድን መነሻው፣ ዴሞክራሲያዊት ሀገር መመስረትን  መድረሻ ግቡ ያደረገ ትብብር መስርተው  በሁሉም የሀገሪቱ አካባቢዎች የተጠና የተቀናጀና የተጠናከረ ትግል ማቀጣጠል፡፡
2. የየድርጅት ደጋፊዎች ከጠባብ የድርጅት ፍቅርና ከግለሰብ አምልኮ በመላቀቅ ትግላቸውንም ሆነ ድጋፋቸውን  ለዴሞክራሲያዊ ስርዓት ግንባት ለሚደረገው ትግል በጋራ ማዋል፤
3. ምሁራን እንደ እውቀት ዝንባሌያቸው በመሰባሰብ ወደ ዴሞክራሲያዊ ስርዓት የሚያሸጋገር መንገድ ማዘጋጀት፣
4. ሁሉም ድርጅቶች ከወያኔ በኋላ ምን አይነት ኢትዮጵያን እንደሚሹ እንዴትስ እውን እንደሚሆን መክረውና ዘክረው በሰነድ የተዘጋጀ አቋማቸውን በግልጽ ማሳወቅ፡፡
5. በሀገራዊም ሆነ በብሄር ከተደራጁት መካከል ከምር ወያኔን ለማስወገድ የሚታገሉ አለመኖራቸው ከፍሬአቸው እየታየ በመሆኑ  እነዚህን መለየት አንዲስተካከሉ መምከር ሳይሆን ሲቀር ትግሉ በእነርሱ አንዳይደናቀፍ ማጋለጥ፡
6. ግልጽ ዓላማና የትግል ቁርጠኝነት አንግበው ከምር ለለውጥ የሚታገሉትን ለይቶ ማወቅና መርዳት፤
7. ትግሉ በትብብርና በመደጋገፍ አንዳይካሄድ የሚያደርጉ የየድርጅት አመራሮችን  በመምከርም ሆነ በማስገደድ ከእስከዛሬው ድል አልባ መንገዳቸው አንዲወጡ መስራት እምቢ ካሉ ያለ ድጋፍ ህልውና ሊኖራቸው ስለማይችልና አጥፊዎችን መደገፍ ደግሞ የጥፋት ተባባሪ ስለሚያደርግ ድጋፍ መንሳት፣በግልጽ ማውገዝ፤
8. በየሀገራቱ የነጻነት ትግሉ የዲፕሎማሲ ቡድን በማቋቋም ተከታታይነት ያለው ስራ መስራት፤
9. ሁሉም ኢትዮጵያዊ በጋራና በየግል ሊዘምረው የሚችል አንድ የትግል መዝሙር ማዘጋጀት፤
10. ነጻነት ናፋቂ ኢትዮጵያዊ ሁሉ በያለበት በወያኔ ጎራ የተሰለፉ ወገኖቹ የጥፋት ስራ ተባባሪ እንዳይሆኑ መስራት፤

አንቀጽ 4  በዚህ አዋጅ የተከለከሉ ተግባራት፤

1. ህዝቡ በደሙ ባቀለመው የነጻነት ትግል መደራደር፤
2. ህዝቡ የፈጠረውን አንድነት የሚቃረንና ልዩነትን የሚያንጸባርቅ የዘር ጥላቻ ቅስቀሳ ማካሄድ፤
3. በጽሁፍ በንግግር በሌላም መንገድ የነጻነት ትግሉን ሊጎዳ የሚችል ተግባር መፈጸም
4. የተፈጠሩ ትብብሮች ተጠናክረው አንዳይቀጥሉ ለማሰናክል መሞከር፤
5. ያለበቂ ምክንያት የትብብር አባል አለመሆን ወይንም ድርጅቶች ወደ ትብብር እንዳይመጡ ማድረግ
6. አንዱ ድርጅት ወይንም የድርጅት አባልና ደጋፊ በሌላው ድርጅት ላይ የጥላቻ ፕሮፓጋንዳ ማሰራጨት የጎንዮሽ ትግል ማካሄድ
7. ጸረ ኢትዮጵያ አቋም ለሚያራምዱ ድርጅቶችም ሆኑ ግለሰቦች ተባባሪ መሆን፣ ድጋፍ መስጠት፤
8. የወያኔን እድሜ ሊያራዝም የሚችል ተግባር በቀጥታም ሆነ በተዘዋዋሪ መፈጸም

አንቀጽ 5  የአስቸኳይ ግዜ አዋጁ ተፈጻሚ የሚሆንባቸው ቦታዎች

አዋጁ ኢትዮጵያውያን በሚገኙበት ቦታ ሁሉ ተፈጻሚ ይሆናል፡፡

አንቀጽ ስድስት የአዋጁ አፈጻጸም

ይህን አዋጅ ከሀገር ቤት ሆኖ ማስፈጽም የማይቻል በመሆኑ  አስፈጻሚው አካል በውጪ ሀገር ይሆናል፤

አዋጁን የሚያስፈጽመው በዚህ አዋጅ መሰረት የሚፈጠረው የፓርቲዎች ህብረት አመራር ይሆናል፤

አስፈጻሚው አካል ዝርዝር የተግባር አፈጻጸም መመሪያ ያወጣል፤

አንቀጽ ሰባት የአስቸኳይ ግዜ አዋጁ ቆይታ፣

የአስቸኳይ ግዜ አዋጁ እስከ ሽግግር ወቅት ድረስ ተግባራዊ ይሆናል፤

አንቀጽ ስምንት የአዋጁ ተፈጻሚነት ፤

ይህ አዋጅ   ከ    ጀምሮ      የጸና ይሆናል፡፡

ይህ አዋጅ የህዝቡን የነጻነት ትግል ከግብ ለማድረስ የሚያስችል ከነበረው የተለየ ዘዴም መንገድም ለመከተል አንዲያስችል በህዝቡ ስም የሚወጣና  ኢትዮያውያን ባሉበት ሁሉ ተግባራዊ የሚሆን እንደመሆኑ አፈጻጸሙ ነጻነቴን በሚልና ዴሞክራሲያዊት ኢትዮጵያን በሚናፍቅ ዜጋ በጎ ፈቃድ ተግባራዊ የሚሆን ነው፡፡

አስፈጻሚው ሀይል ከማስተባበር አቅጣጫ ከማሳየትና ከማቀናጀት ባለፈ አዋጁን ተፈጻሚ ለማድረግ የሚያስችለው አቅምም መንገድም አይኖረውም፡፡

Ethiopia: Zone9 Blogger Befeqadu Hailu Re-Arrested

Ethiopian Security Re-Arrest Rights Activist, Zone9 Blogger Befeqadu Hailu

Addis Standard (Addis Ababa) — Security member of the command post established to oversee Ethiopia’s six-month State of Emergency have this morning re-arrested human rights activist and blogger Befeqadu Hailu, Addis Standard confirmed.

According to information, two security officers who have identified themselves as members of the command post have taken Befeqadu around 6:00 AM this morning. He is now detained at a police station known as 06 here in the capital Addis Abeba.

Befeqadu is a member of Zone9 blogging collective and was one of seven bloggers (one in absentia) and three independent journalists arrested in April. Three months after their arrest all ten of them were charged with Ethiopia’s infamous Anti-Terrorism Proclamation.

After a year and a half trail which was largely marked by several inconsistencies and prosecutor’s inability to provide concrete evidence, a federal court has cleared all of them in July 2015. However, upon appeals from the prosecutor Befeqadu and four of his co-defendants (Natnail Feleke, Atnaf Birhane, Abel Wabella & Soliyana Shimelis, the later in absentia) were re-appearing at the Federal Supreme Court. The hearing was adjourned for the fifth time until Tuesday Nov. 15.

Befeqadu was also facing another criminal charge for allegedly “inciting violence” to which he was released on bail. It is not clear if his re-arrest has anything to do with both cases.

Since Ethiopia declared a six-month state of emergency detentions of opposition party members, journalists and rights activists have increased significantly. Thousands of ordinary Ethiopians are also currently held in dire circumstances inside several detention camps throughout the country.

Stéphane Dion, Canada’s Minister of Foreign Affairs visits Ethiopia

Minister Dion visits Ethiopia and underscores support for engagement of all Ethiopians in an inclusive democratic process

Addis Ababa, Ethiopia – Global Affairs Canada — The Honourable Stéphane Dion, Minister of Foreign Affairs, yesterday visited Addis Ababa to build on Canada’s relationship with Ethiopia, an important partner in the region. Ethiopia is the final stop of the Minister’s visit to Africa, which also included Nigeria and Kenya.

During his visit, the Minister reiterated his concerns over the deaths and violence arising from the recent unrest, particularly in the Oromia and Amhara regions, and underscored his support for all Ethiopians to engage in a peaceful and inclusive dialogue.

Minister Dion had a meeting with Prime Minister Hailemariam Desalegn, in which they discussed the current state of emergency and the critical importance of undertaking timely and meaningful reforms for the benefit of all Ethiopians—particularly its youth—in support of the country’s growth and prosperity.

The Minister also participated in an in-depth exchange with civil society representatives, highlighting the need for democratic space, pluralism and respect of fundamental freedoms for any political dialogue to be successful. Minister Dion carried those messages into his meetings with the Ethiopian government.

Minister Dion’s first visit to sub-Saharan Africa is an opportunity to highlight the importance Canada assigns to the region, focusing on peace and stability, security and the rule of law. The visit also underlines Canada’s commitment to promote inclusive and sustainable growth in Africa, which notably draws on the potential of the continent’s women and youth. The dynamism at play today across the continent is calling out for Canadian engagement and support for African governments as they channel that dynamism for the benefit of their people.
